Bavaria in disaster mode: who can go outside and where?

In view of the rapid spread of the corona virus, public life in Bavaria is becoming increasingly paralyzed. What applies from Saturday.
Munich  – From Saturday onwards, far-reaching exit restrictions apply for two weeks . And what other prohibitions and requirements are there? An overview:
BASICALLY: In a new general decree it says: “Everyone is encouraged to reduce the physical and social contacts to other people outside of their own household to an absolutely necessary minimum.” Wherever possible, there should be a minimum distance of 1.5 meters between two people.
EXIT RESTRICTIONS: From Saturday the following applies: «Leaving your own home is only permitted if there are valid reasons.» These include «in particular»: «the pursuit of professional activities»; the visit to the doctor or veterinarian as well as to psychotherapists and physiotherapists, “insofar as this is medically urgently required”; necessary purchases of everyday items (e.g. grocery, beverage markets, pet supplies, mail and mail order, pharmacies, drugstores, medical supply stores, opticians, hearing care professionals, banks and ATMs, post office, petrol stations, car repair shops, dry cleaners) and the delivery of postal voting documents.
Also excluded are visits from life partners, the elderly, the sick or people with disabilities (outside of hospitals or care facilities); accompanying minors; accompanying the dying; Funerals in the closest family circle; caring for animals, such as going for a walk; Sport and exercise in the fresh air – “however, only alone or with members of your own household and without any other group formation”. These exit restrictions will initially apply until April 3 inclusive.
CHECKS: The police control compliance with exit restrictions. “In the event of a check, the relevant reasons must be made credible by the person concerned,” says the general decree. An infringement can be punished as an administrative offense, Prime Minister Markus Söder (CSU) threatened with “high fines”.
VISITS TO HOSPITALS, NURSING HOSPITALS AND SENIOR’S RESIDENCES: Visits to such facilities are completely prohibited from Saturday. The only exceptions are maternity and child wards for closest relatives, palliative wards and hospices.
SHOPS / SHOP OPENING HOURS: Shops have been closed since Wednesday. Only the above-mentioned shops for everyday items are excluded. For all of these shops, the possible opening hours have been extended to equalize the rush. They are open on weekdays from 6 a.m. to 10 p.m. and on Sundays and public holidays from 12 a.m. to 6 p.m. What is new is that hairdressers, DIY stores and garden centers must also be closed from Saturday. Craft companies, plumbers, fitters, painters and auto repair shops can in principle continue to work as before.
RESTAURANTS / HOTELS: All kinds of catering establishments have to close on Saturday. One exception: delivery services, take-away offers and drive-in counters may remain open. Hotels can only open for necessary overnight stays, no longer for tourist.
LEISURE FACILITIES: All leisure facilities in Bavaria have been closed since Tuesday, until April 19 inclusive. This applies in particular to: swimming pools, saunas, thermal baths, cinemas, conference and event rooms, clubs, bars and discotheques, arcades, theaters, museums, libraries, club rooms, brothels, sports halls, fitness studios, animal parks, training and further education facilities, music and Adult education centers and youth centers. Sports and playgrounds were also closed.
SCHOOLS AND KITAS: All schools, kindergartens and daycare centers have been closed since Monday. If parents work in medical or other so-called systemically relevant areas, emergency care for their children should continue to be ensured.
EVENTS: Events and gatherings are generally prohibited nationwide – through April 19 inclusive. The only exceptions are private celebrations “in suitable privately used living spaces”. The participants must have a personal relationship (family, job) to each other.
DISASTER CASE: In Bavaria, the catastrophe has been a disaster since Monday morning due to the corona virus crisis. This gives the state government extensive control, intervention and enforcement options. In this way, necessary decisions of all kinds are to be accelerated; previously required decision chains are therefore no longer valid.
